Additional Bandwidth for 3G Offered
The Indonesian ministry of communication and information technology offers additional bandwidth for all 3G operators. For your information according to 3G tender 3 years ago, all 3 winners just owned 5 MHz. Previous 3G license holder, HCPT (3) and NTS (Axis) also received the equal bandwidth. The additional bandwidth offered is 5MHz for each operator at the lowest price of the tender winner (IDR 160b, around $15m).
Owning just 5MHz creates difficulties for operators to design their network. This will create impact on costing. Additional bandwidth (5MHz) will make life easier for operators as they will have several freedom in designing their network. With a wider spectrum, operators can provide a better services for its customers.
Unfortunately several spectrum frequencies that were allocated side by side among operators so that the additional allocation of the spectrum frequency will not make it contiguous. It will need refarming. Below are current frequency allocation for 3G operators are: HCPT (3) 1920-1925 MHz pair 2110-2115 MHz; NTS (Axis) 1930-1935 MHz pair 2120-2125 MHz. Telkomsel 1940-1945 MHz pair with 2130-2135 MHz; Excelcomindo Pratama (XL) 1945-1950 MHz pair with 2135-2140 MHz; Indosat 1950-1955 MHz pair 2140-2145 MHz; As it can be seen, there will be some problem in the next allocation for Telkomsel and Excelcomindo. In Indosat case, the additional spectrum can be added in 1955-1960MHz.
For your information, the spectrum allocation for 3G in Indonesia is in the core band: 1920-1980 MHz pair with 2110-2170MHz. If all five operators received 5MHz additional spectrum, then there is still 10 MHz 3G spectrum which is unallocated. It may be used by another 3G operator.
