BWA Tender Info (3) – Complete Schedule Released

As scheduled, Department of Communication and Information Technology keeps their promise to start the process of BWA tender in Indonesia. As stated in the Minister Decree on Jan 19th, 2009, the tender process shall be started in 3 months times. When the April 19th is on Sunday, then the announcement is released on Monday April 20th.

Yesterday, the chief executive of BWA tender has released a memorandum of information concerning the BWA tender in Indonesia. This info memo document can be downloaded here. The document contents all information concerning the BWA tender, including the schedule, bands, foreign share etc.

Below are the complete schedule of the tender process.

It is also mentioned that there are 15 regions and 2 block of frequency, namely 2360-2375MHz and 2375-2390MHz.

BWA Tender Process Starting This April

On the January 19th, 2009, Indonesian Minister of Communication and Information Technology has released a decree about Broadband Wireless Access (BWA). According to that document, the tender shall be executed in three months times. It looks like that they want to keep their promise. On their website, Directorate General of Post and Telecommunication informs that the BWA tender process will be started on this April.

There is a modification on the participant’s requirement. Previously, the participants were only from telecommunication network providers and service providers, now they will allow the consortium which are the joint venture of  telecommunication network providers and service providers. The purpose of this rule is to widen the opportunity for companies in broadband wireless access business but have a limited fund or want to share the risks.

It is also mentioned that the ownership limitation of  foreign capital are 49% same with other telecommunication provider using radio with circuit switch and packet switch as well as cable based fixed network with circuit and packet switch.

The BWA tender processes consist of tender document picking, hand in the written statement related with tender document, submission of questions, clarification session. Then, complete documents  hand in including the bid bond, and so on.  It will be 3 steps tender  which consist of one qualification step and 2 seals bids. If the process start  in the 4th week of April, the result will be known in June 2009.   The process will take around 2 months times. So, be ready!!!

BWA Tender Info (2) – Bands & Specification

There are several bands that are allocated for broadband usage in Indonesia. These are the bands.

1. Band 287 – 294 MHz and 310 – 324 MHz
2. Band 1428 – 1522 MHz
3. Band 2053 – 2083 MHz
4. Band 2300 – 2400 MHz 42
5. Band 3300 – 3400 MHz 46
6. Band 3400 – 3600 MHz 59
7. Band 10150 – 10300 MHz & 10500 – 10650 MHz

However, only 1 block of 15MHZ (2375 – 2390MHz) will be auctioned in the first stage, around April this year. Other blocks will be auctioned in a later time. (more…)

BWA Tender Info – Regions (1)

Since I wrote down about Broadband Wireless Access in Indonesia last year, several emails have been received asking about the BWA tender in Indonesia.  Many foreign readers have difficulties when they have to read BWA White Paper as it is written in Indonesian. To help those people I tried to summarized several ideas in that paper and write it down here. It will be posted in several articles. Hopefully this will be useful.

Get Ready, BWA Tender Will Be Started Soon

Minister of Communication and Information Technology Indonesia, M. Nuh, on last Monday (Jan 19th) has signed 2 minister rules and 2 minister decrees about the management and the usage of radio frequency for broadband wireless access (BWA)as well as the selection preparation for local fixed network operator with packet switched based at the 2.3GHz radio frequency. BWA Tender Most Probably Postponed

As written in previous posting about BWA tender in Indonesia, the Indonesian Telecommunication Regulator in its white paper draft about BWA plan to release the BWA license before the end of the year. However most probably this plan will be postponed. This could be seen from the first process stage namely taking of the tender document that shall be done in the 4th week of November and up until now it is not announced yet.

Suppose the document will be issued this week and the process run smoothly, then the earliest tender will be started at the beginning of this coming January 2009. But as is already known, the end year is busy periods that are accompanied with the several holidays, and this time are Idhul Adha, Christmas and New Year. As a result the effective length of service far decreased. Considering all of these, the earliest BWA tender will be realised this coming February 2009. If this happened then it is precisely three years after the tender 3G that was carried out at the beginning of 2006.

The regulator of the Indonesian Telecommunications applies the elegant way to release the license with many interested parties, namely tender. We support every effort that put the transparancy and fairness. Congratulation to Indonesian Telecommunication Regulator!.
